It wouldn't be as hard as it might look. I bet you could get it done with about $15-$20 and a couple hours. Here's what I use to do similar designs in silver:
- jewelers saw, example:

-metal shears
-a block of wood, any old block of wood but its helpful if you cut a notch into it for moving the metal around the saw instead of the saw around the metal (example:

-and your metal (tin or whatever other metal you find for cheap should work)
Some tips:
1. Cut out the perimeter shape of the sege-sege with shears
2. Draw the design onto the metal
3. For the interior parts, drill a small hole, insert saw blade through, and cut out the design with the metal supported on a wood block (to keep it from bending from the force of the sawing action).
4. Any old drill/dremel to drill the wholes around the outside. Drill the holes with the metal on top of wood again so you don't make lots of bends in the metal.
5. Once you have all the designs cut out, go over all edges with files so there's nothing sharp left for when you're hitting your sege-sege with your hand during your fancy solos

6. Depending on how hard the metal is you can use your hands or a soft-head hammer to slowly/lightly bend them into shape (if you want them bent).
Those jewelers saws are cheap and great for controlled sawing, and they'll cut through thick, hard metal with the thicker blades.
