I readt, (don't remember where) that konden's horns are a measure of the social rank of his owner. In the text said too that the maximun horns are eight and the minimun, three. But I have seen konden's photos with more horns than eight like this one.



Anyway... numbers of horns = social rank.

The metal is important, is an aditional value cause the mask got or has the power of the blacksmith who built "it" and I think is a good way to differentiate Konden with N'tomo mask society, cause are very similar.
